need some advice, I am planning on a trip to Cali (northern and southern), i am taking the plane so i was wondering if it's a absolute that i should rent a car or something, is it really difficult to travel within the cities in the cali with just public transportation?

Definitely rent a car! You'll be wasting too much time waiting for public transporation.
